대한민국의 對러시아 수출통제 동참에 관한 공동성명
대한민국의 산업통상자원부 문승욱 장관과 미국의 상무부 지나 레이몬도 장관은 러시아에 대한 엄격한 수출통제 정책을 시행함으로써 러시아의 우크라이나 침공에 대항하는 국제적 공조 대열에 대한민국이 공식 합류하게 되었음을 발표합니다.
미국 상무부의 산업안보국(BIS)은 미국의 러시아/벨라루스 제재 규칙의 해외직접제품규칙(FDPR) 면제국가 목록에 대한민국을 추가하였습니다. 대한민국은 유럽연합(EU) 회원국과 일본, 캐나다, 호주, 영국 및 뉴질랜드와 함께하게 되었으며, 파트너 국가들에 대한 FDPR 적용 면제를 통해 강력한 수출통제를 이행하기 위한 다자간 노력이 강화되고 있습니다.
문승욱 산업통상자원부 장관은 "한국은 동맹국으로서 러시아에 대한 수출통제를 강화하여 우크라이나 사태를 평화적으로 해결하기 위한 국제사회의 단합된 노력에 함께 참여하게 되었다.”며 "한국의 러시아에 대한 수출통제 동참 노력과 미국의 러시아/벨라루스 FDPR 면제국가 목록에 한국을 포함하는 결정은 한-미 양국의 굳건한 동맹과 호혜적인 파트너십을 보여준다.”라고 평가했습니다.
여한구 통상교섭본부장은 "한국은 러시아의 무력 침공에 대항하여 미국 등 국제사회와 수출통제 조치 및 경제제재 이행에 있어 긴밀히 공조하고 있다.”면서 “한국이 러시아/벨라루스 FDPR 면제국 목록에 포함된 것을 환영하며 업계와의 협력 하에 신속하고 효과적인 수출통제 조치를 이행할 것을 약속한다.”고 말했습니다.
지나 레이몬도 미국 상무부 장관은 "우리는 권위주의에 대항하고, 민주주의 자결권, 자유 및 평화의 원칙과 가치를 수호하기 위해 싸우는 우크라이나 국민과 대한민국이 함께하겠다는 약속을 환영한다.”면서 “이러한 전대미문의 다자간 수출통제 연대는 러시아의 침공에 대해 우리가 신속하고 혹독하며 성공적으로 대응할 수 있도록 보장하는 강력한 요소이며, 그와 같은 노력에 대한 대한민국의 약속을 자랑스럽게 여긴다.”고 말했습니다.
돈 그레이브스 미국 상무부 부장관은 “대한민국이 러시아의 우크라이나 침공에 맞서고자 하는 국가 대열에 합류하게 된 것을 기쁘게 생각한다.”며 “우리의 동맹이자 파트너 국가들의 동참이 러시아에 대한 수출통제 효과를 극대화하는 한편, 경제력과 첨단기술 리더십을 가진 대한민국의 참여가 러시아와 벨라루스 전투력을 약화시키는데 실질적으로 기여할 것이다.”라고 평가하였습니다.

Joint Statement on the Republic of Korea’s Partnership on Export Controls for Russia
The Republic of Korea’s Minister of Trade, Industry and Energy Moon, Sung Wook and Secretary of Commerce Gina M. Raimondo are pleased to announce the formal addition of the Republic of Korea to the growing global coalition of nations that are standing against Russian aggression by implementing stringent export control policies.
The U.S. Department of Commerce, through its Bureau of Industry and Security (BIS), added the Republic of Korea to the list of countries to receive an exclusion from the license requirements required under the U.S. Russia/Belarus Sanctions rules, including the foreign direct product (FDP) rules for Russia/Belarus. The Republic of Korea joins the member states of the European Union (EU), Japan, Canada, Australia, the United Kingdom, and New Zealand. Providing exclusions to partner countries enhances the multilateral effort to implement strong export controls.
“We, as a proud ally and partner, are pleased to join the global coalition of nations that are standing against Russia’s aggression by implementing stringent export control policies, dedicated to supporting Ukraine in its path towards peace and stability.” said Minister of Trade, Industry and Energy Moon Sung Wook. “Our strong commitment on export controls against Russia as well as the addition of ROK to the list of excluded countries of FDP rules for Russia/Belarus demonstrate ironclad and reciprocal partnership between the ROK and the U.S.”
“Korea is closely aligned with the U.S. and the global coalition to put export control measures and economic sanctions against Russia’s military aggression.” said Trade Minister Yeo Han-koo. “We welcome Korea’s addition to the list of foreign direct product(FDP) rules exclusion countries for Russia/Belarus and are strongly committed to implementing swift and effective export control measures in partnership with our private sector.”
“We welcome the ROK’s commitment to stand with us against authoritarianism and with the Ukrainian people as they fight to defend the principles and values of democratic self-determination, freedom, and peace,” said Secretary of Commerce Gina M. Raimondo. “This unprecedented multilateral coordination on export controls is a powerful component to ensuring our response to Russia’s invasion is swift, severe and successful. I’m proud to accept the ROK’s commitment to that effort.”
“I’m pleased that the Republic of Korea is joining the growing coalition dedicated to standing up to Russia’s aggression,” said Deputy Secretary of Commerce Don Graves. “Our allies and partners are a force multiplier for our export controls, and the ROK’s economic strength and technological leadership is a substantial addition to the coalition working to starve Russia and Belarus’s militaries.”
